Wilson, you seem to be confused between price and cost. Sure the cost maybe influenced by the place of manufacture, but the price is established by the market equilibrium combined with a judgment of its elasticity. Right now, since IBM can sell all the THinkpads it can make, at the price it is asking for, it is meaningless to speculate about reducing costs, that clearly wouldn't result in a price reduction, just in a higher margin. Sure, when there is sufficient competition, things will be different. That's what will affect the price!
