RAM doubler on the Mac works because the Macs use a really strange (many
would say stupid) memory allocation method. When you start a Mac app, it
grabs as much memory as you've set it to (via info, command-i). It doesn't
matter if the app only needs 1MB, if you've set it for 10MB because it
might need 10MB some time, it'll grab 10MB. RAM doubler takes back the
unused portion of allocated memory, "fixing" a problem that doesn't exist
under OS/2.
The maximum size ramdisk OS/2 allows is 32MB. I don't know if you can
point the swapper to it, I don't know if you can get Stacker to stack it, I
don't know if it'll help or hurt performance.
