Yes, what you describe is an RF choke, the purpose of which is to
prevent radio frequency interference from entering your computer by
way of the power cord.  It is important, for the choke to work
properly, for the choke to be as close to the computer end of the
cable as possible.  The power cord can act as an antenna, bringing
radio frequency energy into the computer circuitry, wreaking all kinds
of havoc.

Most of the time you don't need an RF choke, but those of us who have
strong sources of radio frequency energy nearby appreciate the fact
that IBM takes this precaution.  Many or most computer manufacturers
ignore this precaution, alas.
