homologate is an unusual word, but an old one. From OED-2, the meaning 
that applies is 1b

spec. in Sc. Law. To ratify or rebder valid (a deed in itself defective
or informal) by some subsequent act which expresses or implies assent to it.

First reference is 1765

Its use in this context seems wrong. I don't know who at IBM loves long words
without quite understanding them :-) There is a lot to be said for plain
language!
