Cluster Sizes on FAT partitions?

Does anyone know how the file cluster size breakdown varies with
   the size of a partition?

There is a hard limit of 32k clusters in the FAT. This means that the
cluster size is the partition size (roughly) divided by 32k, rounded
up to the nearest power of two.
