Looks like the US IRS came up with these rules!
     
     The reason for the leap years is that the calendar "drifts" in regards 
     to the equinoxes.  That is why Othrodox Christmas is in January. The 
     fractional part of the number of days in a year causes the drift.
     
     The rules use to be simpler but drift still occurred. The rules were 
     then made more complex to make the drift even less. The simpler 
     version would work if the year was exactly 365.25 days.
