Don't know about the 701 but I used my 755CD in Frankfurt last week using
Win95 and the MWave modem and had no problems (except for the fact that I
had to switch to pulse dialing because of the companies ancient PBX).
Oh, and also when dialling from the Hotel Room, the modem wouldn't recognise
the dial tone (it's rather strange) so I had to dissable dial tone detecton
on the modem.

I'm English, and we use 701's and 755's over here (US and UK models) so
there should be no problems there.

The German Telecom Telephone connectors are a little strange (they have two
lines available on one plug [fax/voice]), but you can buy a US-RJ-11 jack to
German Telephone Jack for hardly anything. Then just plug in your modem and
dial away.
If you have MWave 2.xx it's also worth d/ling the European modem update.
