Well this is of course an available power saving setting on the thinkpad,
and yes, as you guess, the case runs cooler when you use this option,
as you would expect.

The power saving option that you talk about subjunctively is called
Automatic Clock Control.
Set the processor speed to the minimum, and set Automatic Clock Control
on, and you will get exactly the effect you describe.
