Question about PCMCIA

Hello all,
We have been working on a problem here for a while, and I was wondering if
anyone else had run across this problem. We have a whole slew of machines
trying to use Megahertz 28.8K modems and we are having a problem trying to
make connections at 28.8 in Windows 3.1. I have pretty much narrowed the
problem down to either the modem itself, or the PCMCIA drivers. We can
receive at 28.8K fine, but sending 28.8K is a problem. I have reloaded the
current drivers from IBM, and I am a bit perplexed. Has anyone heard of
this problem before? Anyone have any suggestions? We are trying to grab
another PCMCIA modem to see if it does the same thing.

Just to stop the questions:
     1) Yes the modems on the other send are all set up for 28.8
     2) The modems send and receive fine in Windows 95 (at 28.8)
     3) An external modem hooked up to the serial port will connect fine at
28.8.
     4) We are trying to use MSMail for the data transfers (ewwww!)

ps- What is IBM's tech support number for something like this?
