modem lost after suspend (Win95, TP760CD)

Windows 95, TP 760CD with mwave modem.

After I suspend, the mwave modem doesn't respond.  Windows 95 dialup says
that the port is in use by another application.  Once upon a time I didn't
have this problem.

I don't know if it's related, but even though I check "start hidden" in the
settings for the mwave modem application, it starts maximized.

I've just replaced all the drivers with the latest from IBM.  No help.

What could be the problem?
