Invalid VxD dynamic link call

I am using AT&T Worlnet to access the Internet from an IBM TP 701C under Win
3.11. When I try to connect, the dialer is called then I get the following
message:

Invalid VxD dynamic link call to device
number 000E, service 0002. Your Windows
configuration is invalid. Run the Windows
Setup program again to correct this problem.

To contine running Windows press Y or
Enter. To quit the current program press
		N. If you continue running Windows, your
system may become unstable. Do you want
		to continue?

Press Y for Yes or N for No: Y

If I hit Y, the dialer comes up, and everything seems fine, but irritating
little things come up like the fonts in Program Manager change, graphics are
corrupted, GPF's in Netscape Navigator, Eudora, Free Agent, etc. I won't
get this message again until I restart windows.

I have run Windows setup again, but the same thing happens. I went to the
MS Knowledge Base and found lots of references to Invaild VxD errors, but
not to device 000E. They all suggested checking System.ini for device
driver problems. When I looked at sysini, it seemed that all of the
references to com drivers had been commented out. Cout the ATT Worldnet
installation program have done this?

Any ideas out there? Like I said, everything seems to work fine and the
GPF's do not occur with any kind of predictability, but the warning about
the instability of Windows leads me to think that they may be related.
