Unless you're running Win95 OSR2 (and if this is a thinkpad it definitely
did NOT come with Win95 OSR2) then you are not using FAT32.  There are a
number of public domain drivers to let you read and write to HPFS
partitions under dos, these drivers may work for win95 as well.  Also I've
never heard of FAT not being able to format past 1GB.  Have you actually
tried to format it?
