shutdown question with win95

When I shut down I don't get the screen that says "it's safe to shut off
your computer" It just appears to shut down.This occurs on my ThinkPad 755cse laptop where I
installed win95 over thet top of win3.1.Any ideas will be appreciated.This does not occur on my sesktop . Is this a ThinkPad problem or a win95 problem?
