This is a common error that, in general, doesn't have anything to do with
country.sys.

There should be some FAQ's at some OS/2 sites that address this issue.

Country.sys is one of the 1st files copied at some point in the
installation, and something about the configuration at this point has the
installation program confused.

Is this an total diskette installation or a CD installation (with two
diskettes to bootstrap the CD install)?

Most likely there are some special device drivers specific to the 710T that
must be copied onto the install disk(s) to complete the installation.
Usually you make a copy of the install disks 0 & 1 (maybe 2 also), and copy
the replacement drivers onto the copies. Some drivers specific to hardware
you're _not_ using may have to be removed to make room.

There was a Pen-based version of OS/2, but I don't know whether it got
merged with Warp or what happened to it.

Maybe there is a file at an IBM ftp site that might help. Sorry, I'm not
able to offer any detailed help.
