If you can't use a credit card, then perform the last stage of the transaction through the mail. Mail fraud gets investigated more easily than internet transactions which police are just getting into figuring out. Don't forget to drag the persons name through the mud in newsgroups too. AND of course to do a DejaNews search on them first.
