Hi John,
The easiset way to format a HDD in W95 is from a startup floppy disk. 
Just boot with the floppy and use the DOS format command with any
switches you need.  I don't know about the second part either.  One
thing you might try is TWEAKUI, one of the microsoft Power Toys.  It
allows you to reserve letters, and may let you change them as well.
