Fuel crashes

I'm running OS/2 v4, fixpack 6, on a ThinkPad 765D. When I run the fuel
program with the CPU stuck as slow as it can go, the CPU never goes below
10% when idle (normally 8% is max) and spikes to over 40% when idle.
Worse yet, when I engage a power saving mode with it running, the system
often crashes. If it doesn't crash entering the power saving mode, it has
a chance to crash when coming out of it.
Has anyone else seen this problem?
First ThinkPad Configuration starts crashing the system, now fuel. I don't
need this . . .
