Maybe its a poor grounding connection?

I noticed that the buzzing occurs the moment that the edges of
the modem make contact with the sides/edges of the PCMCIA "bay", not
just when plugged in. The minute it clears the bay and is no longer
touching anything--no buzzing. (I'm monitoring this with an extension
phone, by the way).

Any other suggestions? What worries me is that I bought this
thing from a private party--who may simply ignore me. I sent him a note,
but he has not yet responded. I'm not against getting a replacement, but
I want to make sure I *can* get a replacement. As someone pointed
out, PPI filed Chapter 11--they may simply say, "We don't have to honor
any warranty!".
