I had a similar experience when I loaded PC-DOS 7.0. (I understand that you
are using Windows 95, but maybe this might help you...)
I found that every 10 minutes, like clockwork, the system stalled for some
40 seconds and I saw lots of disk activity. After many phone calls (until
I found someone "in the know"), I discovered it had to do with the disk
compression utility that was different in PC-DOS 7.0 (from earlier PC-DOS
versions). It was rescanning the disk to see that everything was OK. I
changed the controlling parameter from 10 minutes (the default) to one hour
and have been much happier ever since.
