We've discussed this (emphasis on "cussed" :) several times in the
past two years.  One theory has to do with the consent decree IBM
signed with the U.S. Justice Department.  It prohibits them from
pre-announcing products.  This was in response to IBM's practice of 
announcing products which were nowhere near completion to discourage
people from buying a competitor's product already on the market (a 
practice a certain software company today wields quite successfully).

Anyways, the theory goes that since they can't pre-announce anything,
they build a few computers, then announce and sell them before they've
started mass-producing them.
