tp750cs vs ibm video adaptor

will the ibm video adaptor (the one which plugs into the floppy slot 
and receives television signals for display on the monitor) work in
an ibm750cs using an external monitor for display?

does the ibm adaptor receive pal and/or secam in addition to ntsc ?
does the ibm adaptor convert audiovisual a/v cable signals?
