i was able to suspend when undocked, but not dock or undock while suspended.
following the "thinkpads & win95" document on the ftp server (relevant section
included below) i removed a line from my system.ini, and that fixed the
problem.

  If you have installed Windows 95 over a ThinkPad on which the
  Docking control utility program for Windows is already installed,
  don't use the utility.  The Docking control utility provides several
  docking functions under Windows but is not necessary under Windows
  95 any longer.  All the docking capability by this utility is
  now provided by ThinkPad Plug-and-Play BIOS and Windows 95 Plug-and-
  Play support.  You don't have to install or use any specific programs
  to enable ThinkPad docking functions under Windows 95.  It is
  recommended to remove the following statements from Windows INI files.

  o WIN.INI file

  load=C:\THINKPAD\DOCKWIN.EXE  <-remove this statement

  o SYSTEM.INI file
