I had the same problem. I don't use the modem that much anymore, but what
seemed to work for me at the time in Windows 95, was to set the receive
buffer to a lower setting in Modems control panel. See if you can find a
similar option in Trumpet Winsock and play with it. Also, I tried using
different modem init strings suggested in comp.sys.laptops, all without any
improvements.
