I have included a copy of part of my config.sys file that pertains to the
pcmcia stuff. I'm running Win 3.11. Perhaps some of your code is missing
or patched out by some other program installer. I have a file on my 701C
that came with the machine, documenting each line in the file. One is
called config.doc and the other is autoexec.doc

        DEVICE=C:\DOS\EMM386.EXE NOEMS I=B000-B7FF X=CC00-CFFF
        DEVICEHIGH=C:\THINKPAD\IBMDSS01.SYS
        DEVICEHIGH=C:\THINKPAD\IBMDOSCS.SYS
        DEVICEHIGH=C:\THINKPAD\DICRMU01.SYS /MA=CC00-CFFF /SH=1
        DEVICEHIGH=C:\THINKPAD\$ICPMDOS.SYS
        DEVICEHIGH=C:\DOS\POWER.EXE
        DEVICEHIGH=C:\THINKPAD\AUTODRV.SYS C:\THINKPAD\AUTODRV.INI
        rem UN'REM if using pcmcia disk drives b/b
        rem DEVICEHIGH=C:\THINKPAD\DISKDRV.SYS

        REM UN'REM' the following line for PCMCIA ATA support
        REM UN'REM' the following line for a specific DOS version support
        REM DEVICEHIGH=C:\DOS\SETVER.EXE
