i've never looked at it and i don't know how to edit it.  i took microsoft's 
'supporting windows 95' course and they said that io.sys includes:

himem.sys
emm386.exe
lastdrive=z
setver
prompt $p$g
path=c:\windows;c:\windows\command
files=?? something
...and a couple other things.  i don't remember them all, but i'm sure it's 
io.sys.  i don't think it's supposed to be edited.  if you include any of these 
drivers or parameters in your config.sys or autoexec.bat, it will override 
io.sys.
