Another little piece to the puzzle. The PCMCIA hardware also uses IRQ 15. Not the cards, but the hardware for the slots is on IRQ15. So if 15 is being used as IDE controller #2, there must be some way to change one of the devices to another IRQ. That conflict would explain the why your cards don't work.
