it's a file that the system uses when it goes into suspend or hibernation modes.
basically, the contents of ram are copied to disk on suspend, then copied from
disk to ram on re-start

these are the install/setup files for win95.  they are needed if you want to add
certain programs or change some o/s options.  don't delete (if you really need
the disk space, back up to floppies)

i think that you can delete these, but should back them up first just in case.
if memory serves, the system recreates ShellIconCache.
