In the keyboard control panel, define both the US English _and_ UK English
keyboard layouts, and make the US English layout the default layout.  When
your friend wishes to get the special UK specific key mappings, use
Alt-Left Shift key sequence to remap the keyboard (or select it from the
Taskbar).  Then hitting Shift-3 will produce the UK pound symbol instead of
the US octothorp.  Hitting Alt-Shift again will revert the keyboard mapping
back again.  New application instances will always open with the default
key layout, in this case US English.

I have a 760CD with a US English layout yet using this keyboard remapping
method, I can get the Norwegian characters in any application (and, yet,
retain my sanity when using telnet to a UNIX system).
