This is most likely an IDE master/slave/cableselect jumpering issue.
When you use an HDD (or CD-ROM) in the 760E Ultrabay, the ThinkPad will
configure it as the slave device on the primary IDE controller. Thus,
in order to make an HDD work as either the primary drive (IDE master) or
in the Ultrabay (IDE slave), you likely need to configure your Toshiba
drive for "cable select," which means one of the other IDE lines tells
the drive if it's a master or slave. Chances are your Toshiba is
currently jumpered to be a master.
BTW, the 760C/CD Ultrabay configures the installed device as the master
on the secondary IDE controller, rather than as a slave on the primary
controller. This difference is why you need an adapter card to use
IDE devices inside a Dock I or Dock II with a 760E series machine.
