No, that does not quite catch the normal usage. Here you are complaining
about vaporware, which is not the same as FUD.

Not to me anyway.

FUD is when you create non-justifiable worries about something. FOr example
Microsoft might say

Well we could remove Explorer using the remove feature, but we cannot 
guarantee that Win95 works if you do this. Yes, we understand that it
*seems* to work, but that may be an illusion, we just can't guarantee
anything if you do that.

Or a sales person might say. Well you have to be careful about using free
software, I have heard stories of people losing their shirts because of
problems with patents that were violated.

Or you might say: You have to be careful with machines like the TP770,
the batteries might fall out :-) :-)
