This would be because of the cluster size difference.  OS/2, NT, and Linux don't have this problem
as much as FAT12,16, and 32.

The cluster size for 1.2GB should be about 16K on FAT16, which would mean that a 512 byte
batch file still takes up 16,384 bytes.
