Ned here's an approach from Megahertz:

Yellow "!" shown Next To Card In "Device Manager"
---------------------------------------------------
When this occurs it means that Windows 95 sees the card but has not
configured it correctly.  Fix this by following these steps:

(1)	"Remove" all Our cards listed in the Device Manager.
(2)	Physically remove the card from the slot.
(3)	Delete the files DRVDATA.BIN and DRVIDX.BIN from C:\WINDOWS\INF.
(4)	Re-insert the card.
