Problem with startup of 560

I have a Thinkpad 560 with 12.1 inch active matrix screen.  Sometimes on
startup it just exhibits a blank
screen with a series of slanted bars across the top like
/////////////////////////////////////////// and
an hourglass in the center.  Nothing more happens and 
I have to fiddle around with it and turn it off. Then 
when I restart it it boots up fine.  I run Windows 95, it is a pentium
120mz with 24mb ram and 810 mb  hard drive.  What does this mean and how
should I fix it?
