i do not know the answer but i would be very surprised if it did not. my
belief is that it is an economic/market issue, not a technical issue, and
as such software giants as much as entertainment giants would equally have
an interest in artificially maintaining regional markets to maximize their
profits. that's capitalism ... sometimes for better, sometimes for worse.
