I agree with that.  OS/2 might be easier to use, however, and if the modem
supports it, you can give it any available IRQ for more COM ports and modems.

For example, under OS/2 Warp 4 I can give my Home & Away modem IRQ 11
for COM3, which is something I doubt you can do under 95.  And this "plug and
play" has always been an inconvience for me anyways.  One of the reasons I
took 95 off my ThinkPad, anyways!
