If you mean, "buy these chips in large quantities, direct from the
manufacturer", I would guess that your guess is right. Of course, I
think that the person who buys small quantities (even one) of these
chips, embedded in a board or computer system, should have the ability
to get this information, too. I'm not saying that I think it should
have to be free. If there's a stack of paper and postage, it might be
appropriate to charge as much as $50-100 for it. If it's in a PDF
file, downloadable over the internet, it might be appropriate to
charge as much as $0 for it, with the costs of producing it amortized
just the same as the engineering costs to develop the chip.
