The brightness control on my 701c makes hardly any noticeable difference
also. This is normal for this machine, as I have seen others note the same
result. My 760ED brightness control does make a very noticeable difference,
however. 

I can't comment about the battery problem since mine stays plugged in all
of the time, and I haven't tried this.

Hi,
  I have a TP701C (active matrix screen) and since I got the machine as
new, I've tried to adjust to brightness using the Fn keys but I see not
visible brightness change in the screen. The onscreen indicator does change
though. Does anyone have the same experience as I do? If not, I think I
want to call IBM and have them take care of that.
  The other thing is, the manual says that the TP701C battery can be
hotswapped if the machine is in suspend mode. Well, my does it in MS-DOS,
but when I am in Windows or Win95, it would power off the machine. I am
suspecting that the little standby battery in the machine is dead but I
can't convince IBM tech to admit it. The tech told me that the TP701 can't
do battery hot swap when the manual clearly states that it can. I do have a
16MB SODIMM module installed though.
