Afzal,
Win 95 does use 2 different sets of data: the .ini files and the system
registry (accessed through a program called REGEDIT).
There might be several causes to the behaviour you described:
1. your A:-drive might be the first one in some PATH variable in the
registry
2. you might have had an open folder on A-drive before shutting down the
system the hard way
