Did you read my post before flaming me?  Whether or not it is the cause of
the particular problem you relate, you absolutely need a recent version of
your machine's BIOS to run IE4, since IE4 might otherwise interfere with APM.
Re-installing video drivers (even the same ones you have, tough preferably
the newest ones) is the most-recommended (on the Usenet IE group) way of
resolving IE4 problems, and is said to work in a large number of instances.

Incidentally, if an IE4 install filled 100 megabytes, then you were probably
doing a maximal install (active desktop, etc).  You should install a bare
minimum of components, then add new ones as you need them, makes debugging
easier.
